Setting User Template in tiger not working

Well I set up a users dock the way I wanted it and copied it to

/System/Library/User
Template/English.lproj/Library/Preferences/com.apple.dock.plist

I set the owner to root and the group as wheel. The prems are 700
 
When I log in as a new use they don't get the dock from the
/System/Library/User
Template/English.lproj/Library/Preferences/com.apple.dock.plist file.

They get the dock with all the stock apple junk in it. It's like it's
reading from somewhere else.

I don't have any other localizations so it's not coming from there.

Any ideas?
