When you change and IP on a server you use the changeip command first and then change the IP in Sys. Prefs. right? Is there anything else that has to be done?

It depends on how you are connected.
If you are ssh'd in, then do changeip first, then networksetup (CLI Command for changing preferences.plist file) then log back in as the new IP. This goes for ARD remote access also.
If you have local access, it really does not matter as you should reboot the box in either case.
