I believe who should show any logged-in user as "console." If you use w, it should show a dash in the FROM column as well.

Whenever I want to log a user off by force on one of my home Macs, I find that killing the loginwindow process generally boots everybody at once, including Fast User Switched users.

I'm guessing the same thing should work in Server, although I haven't tried it yet. (If you do, it might not be a bad idea to reboot at the next safe opportunity, just in case.)
