WrokgroupManager refuses to create a new user

tterly disapointed about Tiger 10.4.2 server ...

I did an upgrade from 10.3.9 (with all latest patches) from CD. Since then, several things screwed up (kerberos being one) and now I can't add a new user record to the ldap directory (used to work fine in 10.3.x).

I've authenticated to the ldap directory and I try to add a New User in WGM.
I get the error "Error of type eDSRecordAlreadyExists (-14135) on line 1157 of /SourceCache/ServerManagerApp/ServerManagerApp-230/PMMUGMainView.mm" which, when googling around, seams to be realated to inserting a record in NetInfo !!!!  I'm trying to insert into ldap!

Anyone seen this kind of thing? Apple just lists the error on their site pages, but, as usual, doesn't say anything about how to get around it. I need to create new users in ldap.
Looks like I'll have to do a clean install from scratch, forching all users to set new passwords, installing all installed software over again, ... geeze, I'm used to this kind of thing from Microsoft but from Apple? (I want OPENSTEP!! - that at least worked -- and still does!).
