On my network, our DHCP server gives out addresses in this range: 10.0.3.200-250. But over the last few days we've been finding iBooks picking up numbers in the 10.0.1.10-20 range which is bad because thats where our servers are. We've tried turning off all the airports but we still seem to be having problems. Here is my question:

Is there any way to scan the network to find where the offending renegade DHCP server is?

Use a network sniffer. Listen for DHCP traffic. Check the source address of responders.

If your effected machines are Macs running OS X you can also try Josh's suggestion.

use nmap to scan for dhcp port on affected network range.

Except that DHCP is not a TCP service and hence has no port that's open ;) --
