If you're asking what I think you're asking, try this:

(Assuming you have OSX Server running Open Directory for your clients)
Workgroup Manager, under Accounts where you see all of your users. Highlight the user(s) you want to manage. Go under the "Advanced" tab and then click on "Options." Under that, you'll see a checkbox to allow users to change their passwords. Uncheck it.
