What would cause password rules not to be enforced (in Mac OS X Server, 10.3.8). In Server Admin, Open Directory>Authentication has various items checked, such as Password must be at least 6 characters long, contain at least one letter, and so on. However, I can then create a new user account in Workgroup Manager that violates these rules.

The user account isn't using Password Server?

But Admins can (as would would expect) override the rules.
