There's a lock file you need to delete if I recall.  Go to the shell and
try to start the service manually.  It will report the path of the lock
file and then you can just rm it.  If there is no lock file (I am going
on memory here) then at least you may get a message saying why it won't
start.  Check the various logs.

/System/Library/StartupItems/AppleShare/AppleShare start

them rm the file and try to start it again.
