IPSec/VPN doesn't do much

Hi,

we want to run a L2TP VPN on our 10.3.9 server. When I enable the service on our server, I can't see any additional or VPN related open ports on my server:

Open Port: 1024
Open Port: 3659 apple-sasl
Open Port: 5900

The log file for the VPN service has these entries when I start the service:

<x-tad-bigger>2005-06-10 08:55:06 CEST first call to socket failed - attempting to load kext
2005-06-10 08:55:07 CEST VPND: vpn plugin loaded
2005-06-10 08:55:07 CEST VPND: Listening for connections
2005-06-10 08:55:07 CEST VPND L2TP plugin: start racoon...

There is no firewall running on the server. ps tells me that both racoon and vpnd are running. The other services running on this server are AFP, OpenDirectory and Printer sharing. And I did try rebooting ;)

A PPTP VPN runs fine on the same system, but higher authorities prohibit us from using PPTP for security reasons.

Any ideas what could be going wrong here?
