Now, Server is running 10.3.9, so not sure why it says 10.3.2 above.

Because that's the version of ftpd, not the version of OS X Server.

Also, log windows in Server admin for FTP doesn't show connection at all.

Is it displaying the proper banner msg for this host?

  I am certian that users have correct usernames and passwords.

I'm not sure what to look at next to troubleshoot this.

The logs (all of them) are a good start.

And what happens if you try to ftp to localhost on the server itself?
