can't get group to have write access on 10.4.1 AFP share



I'm having a problem where the group is only getting read access to the files and folders that are created on the server. I need the group to have read AND write access.

Dual 2.3 Ghz Xserve G5
Mac OS X Server 10.4.1

I have a 780gb Rorke Data RAID connected via SCSI to an ATTO ExpressPCI UL3D-066 SCSI card.

On the RAID I have 4 folders each of which is a share in Workgroup Manager.
Software Updates
Dover
Creative Services
Digital Media Tank


All 4 shares are setup the same way in Workgroup Manager. I have ACL's off (It seems I can only enable it on an entire volume, and I must make that volume a share????)

Access
owner: administrator = read & write
group: creative = read & write
everyone: read only

Protocols > Apple File Settings
Share this item using AFP is checked
Allow AFP guess access is unchecked
Default permissions for new files and folder is set to Inherit permissions from parent.


I have 25 users all of which are part of the creative group.

I mount the Creative Services share as craig on a Mac OS X 10.3.9 client Mac. When I create a new folder on that share it looks like this

owner: craig = read, write, execute
group = creative = read, execute
everyone = read, execute

The creative group does not have write access. Am I setting this up wrong? This seems like the behavior that should happen if I choose use Standard POSIX permission.

Is inherit permissions broke in 10.4.1 server?
