I'm not sure to have correctly understood what you are trying to do.
But, is the script is supposed to run on the 10.2.8 workstation?
If yes, this means that the box needs to have UI Elements Scripting installed (and enabled);
this has been the case since 10.3 only.
There used to be a pre-Panther installer for the needed components on Apple's site, but I don't remember exactly how it was named (UIScripting?); you could search the site, or have a look at:
