To actually answer your question-

if you mod /etc/crontab or /var/cron/tabs, cron will be started.

As to why- launchd is new. Obviously, given its ongoing issues, it is not as mature as it should be. Especially in public facing servers, I minimize its use whenever possible. This idea of init listening on sockets is a scary one, and I think Apple should have been more conservative in its adoption.
