It doesn't require OS X Server, in fact, I run it on my kid's home
computer too.
I also find the use of squid for caching to be VERY VERY helpful
(especially with OS updates, both OS's).

We use Squid + DansGuardian (www.dansguardian.org) for web cache
filtering. Works pretty well.
