Apparently changing that particulars user password does not update the opendirectorypdbconfig or opendirectorysam, hence the windows computers cannot authenticate any longer to the PDC.

Yeah...that catches most everyone by surprise!

Has this changed in 10.4.x ?

No.

If not what is the procedure to sync the 2 user databases ?

Not quite a sync - use opendirectorypdbconfig:

opendirectorypdbconfig -c set_authenticator -r adminid -p password - n /LDAPv3/127.0.0.1
