Inconsistent permissions with 10.4.2 server.



I'm getting inconsistent file/folder permissions from Windows PC's and Macs. Here is how I have things setup.

Tiger server 10.4.2 latest patches.
AFP
OD
Windows File sharing

I have one sharepoint using ACL's. This share is set to read for everyone. Under it I have a folder that is set to full control to the staff group. I also have a another folder with subfolders for each user account. If I log in to my file server with a Windows PC I cannot drag files/folders to the folder that has full access to staff or the folder I setup for the account. The curser changes to the cannot do this circle with the slash through it. However I can right click and create new folders/files. I can also save from within an application directly to the server. The permissions inspector shows the users has full access with everything checked. This happens on all accounts even the administrator and on all my Windows boxes. If I log into the server with the same account using a Mac with SMB I can drag files/folders just fine. I have tried

* restarting
* creating another share with full access
* restarting every PC I used to log in with.

Since the Macs using SMB are not seeing this I'm guessing that this is a bug in Tiger server. Can anyone confirm this?
