Tiger Server / Apache: client certs and SSL tunneling?



I would like to host a Web site on a machine running Tiger Server and
am wondering if its possible for Apache (perhaps using
mod_auth_apple?) to verify *client* certificates as one of the access
control systems for the site?
  
Also related, does anyone know if Tiger Server, controlling Apache,
can establish an SSL tunnel to the client (e.g., browser) in order
that once the server has established the identity of the client, then
the traffic can flow in a secure manner from the client to the server?
