The ACL GUI functionality doesn't show up until the client is
inspecting a volume that has ACL's enabled on it.
So it works a little like this, you install Tiger Server, through WGM
-> Sharing you select a volume (not a share, this is only done - like
quota's - on volumes/partitions) and check the checkbox for enable
ACL's. Then once you have applied some ACL's you will then see the
info about them in the Get Info box. I'm not a great fan of the GUI
implementation of this, but I expect it'll get better soon. I'm just
glad its there now! I've been struggling with the 16 group limit for
too long...

This is not the first time (oh no, really not !) that Apple
introduces some functions that are only available through CLI on
client and with GUI on Server.
Expect updates to alternative GUI file browsers or users management
utilities to add these features to Tiger client soon.
