Can you SSH in? Look for loginwindow processes and kill them ('sudo killall loginwindow' should do it). This will force-end any GUI user sessions, returning to the login screen. If the login screen is supposed to be there, it should kill the process and respawn after a few seconds. I don't have stuck system to test with, but it worked fine on a normal one. :-)
On top of that I would ask why you need a console login for most stuff anyway. If you do really need it I hope you are tunneling that VNC connection. :)
