Now I'm not clear what you meant by "almost all these messages are saying
whatever IP is going from or to a Cisco device". Are you claiming
that these MAC addresses belong to a Cisco device?

I mean that the list of machines that are associated with this error, either
the "from" or "to" part, are a single Cisco device, probably the router, but I
can't be sure. The MAC addresses being advertised are owned by the Cisco device.

So I have errors like this:

Nov 29 07:44:53 smeosx kernel: arp: 169.254.22.148 moved from 00:14:51:13:25:c4
to 00:e0:b0:63:91:32 on en0
Nov 29 08:32:53 smeosx kernel: arp: 169.254.74.152 moved from 00:11:24:88:60:6a
to 00:e0:b0:63:91:32 on en0
Nov 29 09:51:24 smeosx kernel: arp: 169.254.160.148 moved from
00:14:51:13:1a:d2 to 00:e0:b0:63:91:32 on en0
Nov 29 09:51:35 smeosx kernel: arp: 169.254.160.148 moved from
00:e0:b0:63:91:32 to 00:14:51:13:1a:d2 on en0
Nov 29 10:33:59 smeosx kernel: arp: 169.254.11.188 moved from 00:03:93:c2:ea:5c
to 00:e0:b0:63:91:32 on en0

all the "00:e0:b0..." entries are from a single cisco device. IN this series it's all the second device. Later in the day there will be a mirrored series where the "from" entry is that same cisco device.

Well it would be really good to know if "the Cisco device" was your router (which would be very odd) or a switch. If the latter, it's simply misconfigured for your network architecture. Contact your Cisco Network Engineer.
