Yes, we have the exact same behavior on a single proc xServe G4. 10.4.3 (as
well as prior versions of Tiger server).

It happens on virtually all soft restarts. Disc activity, then a sudden stop
of all processor and disc activity.  This happens before the verbose startup
data appears - as if it's some sort of boot problem. Holding the power key
to force a restart always fixes it.

Annoying.  I don't know where to look for a fix (other than to avoid remote
rebooting at all costs).
