I had a long dicussion too with Apple Engineers about quotas
This were the terms :

I have choice words for our Print service. While working on a Kerberos
document, I noticed that there is an "ipp" service principal. Isn't that
optimistic? Quotas are badly broken, I would never recommend that a
customer use our Print service for anything more than very basic queueing.
Some of these issues should be resolved in next release
