Hmm... he said he put the IP in as the search base. I assumed this was
in an effort to cause a timeout error on a bad config and delay the
startup.

Arrgh! It makes me nuts that they will sacrifice enterprise stability
so that someone's new Mac mini will boot in 30 seconds instead of 45.
Coming late to this discussion but there is a simple workaround for the
'too-fast-startup' problem which has worked well for me:
1. Go to System/Library/StartupItems/LoginWindow/StartupParameters.plist
2. Open the .plist file with a text editor or Property List Editor and
edit the line;
