Ummm, no Apple doesn't change the default CUPS config (at least not compared
to the source I installed on FreeBSD the other day). However as you say, the
default is to only allow connections to localhost.
Read the CUPS config files and man pages. They are pretty good and the
configs are mostly Apache-like in their syntax, so fairly clear and
understandable.
You are correct that you need to edit the <Location> tag(s). Depending upon
your setup you may want to keep localhost only access to /admin for
instance, but allow wider access to /, /printers, /jobs, etc, etc. The CUPS
web interface is actually quite powerful and can have quite fine grained
controls of jobs, printers, etc, however it does require some hand-munging
and a bit of a think :)
