This is a bit obvious, but... are you sure you have the mail settings
turned on for the user and pointing to the right mail server?
Is the user able to get mail by other means? Is that same user able
to log into the box via SSH, SFTP, etc?
Again, if there is s password problem, you should see it in the logs.
