Local User not creating

Hello,

I am trying to create a local user for a service I am installing and it is not working. The user's home directory gets created but the user does not get created in netinfo and you can't see any info in the /etc/passwd file. I am running a 10.4.6 server. Anyone have any ideas why it might be stopping?
