It's worth considering that the "predetermined search order" may be
as simple as: internal disks, external disks, and NetBoot. (Or even
just local disks, then NetBoot.)

Matt, when you say "local disks" you mean all disks physically attached to the machine?


Yes.

I have no particular reason for thinking this is the actual search order. I was just pointing out how simplistic it could be and still meet the dictionary definition of "predetermined".

If you want to do some experimenting, there's a startup keyboard shortcut which tells the system to use any boot volume except for the designated one. I believe it's shift-opt-cmd-delete. You could try using that with various bootable devices available and see what happens.
