I have found that explaining the public vs private key thing to be one of the
hardest parts of training users new to PGP/GPG. So I want to make sure I'm not
missing some part of the puzzle.

I think this is why Apple chose to build in S/MIME rather than GPG/ PGP. It's really much much easier for users to understand, as they simply need to have received an email from someone who has their certificate set up in order to send them an encrypted email.
