I agree it is bad when one process eats ALL CPU and does not give any CPU time to other processes. But as long as the server is responsive for other tasks, and if CPU power is needed for a task, then it is not an issue.

Also, you must compare oranges to oranges, or in this case, apples to apples :-) Low CPU usage is not a good indicator of how efficient a process is. Otherwise, the apps sleeping on your hard drive would be the most efficient on your computer :-)
