Well, I've found the firewall works nicely using Apple's tools in 10.4 server. I've never used webmin on OS X Server for fear of it causing a mess/conflicting.
Either way, you can directly edit /etc/ipfilter/ipfw.conf
but read the initial content of that file, and don't conflict with the Apple-created rules.
