I have turned a webmail interface on on my system, but nobody can log in. The web site returns with "Unknown user or password incorrect". The error log says:

My guess is that this is because I created the Open DIrectory user base before turning on Web Service. I am wondering how to repair this.

If I understand your problem right...
Squirrelmail is not talking to port 993 (I guess).

Using Terminal:
$ sudo /etc/squirrelmail/config/conf.pl
main menu > 2
