I had some similar problems with unocking, though It wasn't related to
an upgrade. If I check some of the options in Server Admin under Open
Directory->Settings->Policy->Bindings workgroup manager
authentication to edit the directory (unlocking) breaks, but login and
viewing it with the same l/p work fine.
