When the PC user is using a XP Home Edition with SP2 and all the latest
updates installed, it can happen randomly, that the OSX Server is
denying access to shared folders. The login window appears, the user is
providing the correct username and password but the login window just
appears again and again. Rebooting the PC doesn´t help, restarting the
windows service in the OSX Server does.

You need to check your logs for related error messages. Look in /var/ log/samba.

The OSX Server doesn´t appear in the serverlist under
--network/complete network/microsoft network/-- It can only be found
via the „search for computers‰ tool. Again, restarting of the windows
service helps.

Before you restart the service next time, make sure you have nmbd in your process list. If that dies off, Windows machines will have trouble like you describe.
