I'm trying to move some files and am stuck with one file that give two
messages when doing a finder copy.

The first is:

You may need to enter the name and password for an administrator on this
computer to change the item named "ortho-topo.dwg"

If I click continue, I then get:

The item ortho-topo.dwg contains one or more busy items and cannot be
changed.

I click continue and get prompted for the admin id and password.

I enter it and get a barber pole indicating the copy is happening but
then the file vanishes from the destination and nothing is copied.

This file is a cad file format.

If I double click the file I get:

Item "ortho-topo.dwg is used by Mac OS X and cannot be opened.

What gives. I go into terminal and it shows with the same permissions
and ownership via the "ls -al" command as other files that copy. This
server has 1000s of .dwg files that copy fine.

The lsof command doesn't show the file in the list of files in use.

Restarting doesn't change anything.

Have you repaired your filesystem? --
