Just adding to my own Email, maybe it is helpful for someone to solve
the problem.

Hello!
Today I had a stupid idea, i just thought that 10.4.9 does nothing
harmfull on the clients so it is time to install it on the server.
Everything works fine except network-fax is broken now! I tried to
install the combo-update but this does not solve it.
I use an Apple USB-Modem and I always had to set "Shared Yes" in /
etc/cups/printers.conf under "<Printer External_Modem>" and
restart PrintingServices via "sudo SystemStarter restart
PrintingServices" to get a network fax - this was no problem as the
server reboots for updates only. If you restart PrintingServices
via ServerAdmin or reboot the whole server the file /etc/cups/
printers.conf is rewritten setting "Shared" back to "No".
And faxing from the clients worked reliable (99%).
But since the update to 10.4.9 my server refused to answer calls.
All processes that are needed are started, but strange enough this
works on a 10.4.9 client but not on server (Xserve).
The process that should answer fax calls is running and the
arguments are the same on the client as on the server:
The problem with the resharing of the fax is solved, but I still can
not receive faxes at the server. I removed the fax as root,
configured it again, but it stays the same - it refuses to
automatically answer fax calls. But what I have found out - the
system knows that some fax is calling, because when I pull down the
fax-menu i can receive the fax manually. If no fax is calling the
menu-entry for manually receiving is gone. So looks to me that the
system ignores the settings for automatic fax receiving.
Bye, every hint is welcome,
Christoph
