Are you sure sshd doesn't still use /etc/sssd_config for config into? I know sshd is started on a per-need basis with launchctl now. However, it's seems when I changed the X11Forwarding parameter in / etc/sshd_config that it worked.

If not, check the launchd plist (/System/Library/LaunchDaemons/ ssh.plist)
