continuous replication

10.9 server that is set up as open directory master.  I've got an issue where Password Server is continually replicating every minute.  I've cut the replicas down to just one and changed the settings to replicate every 90 minutes instead of on change. I actually demoted the replica completely and added back yesturday afternoon.  This actually ran as advertised overnight and this morning, then about noon, it started replicating repeatedly again.  I made no change in the directory at all, there shouldn't have been any changes at all.
Has anyone seen this?  Any ideas? It really bogs down the logins when this starts up.
