I've added Protocol 1 to the file and rebooted (not just the daemon but the machine) and it has not taken it. Thus I can only assume it is ignoring the file or this section of it.
then MacOSX 10.4 Server is configured differently from 10.4 Client. There sshd is started on demand and picks up changes in /etc/sshd_config immediately.
If it was already running it still must be HUP'd.
