If it was already running it still must be HUP'd.

not on Client, because port it's launchd who listens on port 22 (doing what (x)inetd used to) and starts sshd via sshd-keygen-wrapper.
No idea what's the situation on Server 10.4 as I only run Server 10.3.9.
