then MacOSX 10.4 Server is configured differently from 10.4 Client. There sshd is started on demand and picks up changes in / etc/sshd_config immediately.

If it was already running it still must be HUP'd.

not on Client, because port it's launchd who listens on port 22 (doing what (x)inetd used to) and starts sshd via sshd-keygen-wrapper.
No idea what's the situation on Server 10.4 as I only run Server 10.3.9.
