Main problem: servermgrd continually crashes and as a result,
ServerAdmin cannot connect to manage the server.
Hardware is a dual 2.5 G5 with 1.5GB of RAM. The system is on a 500gig
drive with about 360GB+ free.
FileMaker Server is also running on this unit.
System had this problem well before 10.4.10, and possibly before
10.4.9. All services seem to run, but since servermgrd fails to
launch, we can't easily adjust or change those services. The server
has been updated with the delta updates instead of the combo updaters.
Applying updates to known bad OSen is a fools journey.
Before updating OSen you should assure that everything is well and
that you have a known good backup and checks and repaired the
filesystem and permissions.
I will try running the 10.4.10 combo updater shortly, but am not
hopeful for a fix. So, I'm posing this question: How can I determine
and fix whatever is preventing servermgrd from starting up properly
and not crashing?
Roll back your boot volume to the last known instance when this
worked. See if that fixes the problem
From the system.log file when I try running it manually:

Yes, you've likely had this problem since 10.4.6 when OS X Server,
after years fo telling you to have perfect DNS finally got serious
about it. Your system is misconfigured. Fix this.

Here's what I think is the salient portion of the servermgrd.crash.log:
Seeing the line about "S5Admin.servermgr_print" made me think about a
printer problem, so I removed all but one printer from the machine
with no change.
I have tried replacing the com.apple.servermgrd.plist file with one
from a "good" machine to no avail.
That's just your preferences. More likely you have a bad file which
is part of servermgrd, perhaps (guessing wildly) one of these:
