I know that default home directory template for new user accounts is in /System/Library/User Template/English.lproj/
By default, owner of all subfolders within the template is root and group is wheel. During the home directory creation, root is replaced with new owner and group wheel is replaced with primary group of the new user.
I would like to know where I to change the behaviour of this process. E.G. We need one more additional subfolder - Owner:user Group:www permissions drwxrwx---
You don't.
There's no need to. Just run your own adduser script to do what you want after -- or part of -- account creation.
