The way that Apple has set it up, they have their "baskets".  They offer
the capability of having your own baskets with whatever you want in them,
but ask that you do not mess with their baskets.  If you choose to
disregard that advice you have to be prepared that Apple can and will swap
out the basket at any time and wipe away all your changes.

Other members of this list have stated that it is not that easy.

That's an article on launchd.  I don't see anything about Preferences.

It is pretty standard practice for a vendor to specify certain things that
you "should not touch" and certain things you are free to modify as you
see fit.  Why venture into a "do not touch" area when there is an
approved, documented method to provide the same service without doing so?
