We have looked at this before and the Networking Gods would not
give us
permission to run local DNS servers. (We really want to do this!)
Well, you already know the answer to your question. Secondary
servers are a /requirement/ for DNS. When you have redundancy in
servers, the obvious thing to do is put them in two different places,
so that problems afflicting one are less likely to afflict the other.
Write a report to whoever is complaining about the problem,
explaining how it can be solved and telling them who won't let you do
it that way. Then get out of the firing zone.
