Then perhaps you have *different* problem, namely apache won't start not that it's not being told to start.

What does `apachectl configtest` tell you?

I just gave up and reinstalled because my server kept freezing. It turned out the freezing was that the video card fan(old sawtooth G4) was dead and the chip was overheating causing the system to freeze. This would get rebooted by watchdogtimerd and then apache doesn't start. Well all is working now since I reinstalled everything and this time I imaged the drive incase something messes up again.

I think my config file was fine because I hadn't changed anything to the apache config it just stopped working for some reason.
And I could start it manually with apachectl start or using Server Admin, it just wouldn't auto start despite the hostconfig entry being there.

Anyways, now I have Apache and Apache2(for svn server) working and auto starting and all is well.
