Write a report to whoever is complaining about the problem, explaining how it can be solved and telling them who won't let you do it that way. Then get out of the firing zone.

In technical terms this is called throwing them under a bus.

You can, of course, choose to tell them you're going to do this and offer them the option of changing their mind first.
