This is generally woolly thinking.
Just because you decided to drop a lease doesn't mean that the client
won't still legitimately have the lease.
In order to drop a lease properly the client must drop the lease
*with* the server.
As for what could be happening:
- maybe you've assigned all your leases?
- you can't have more that 252 systems on a /24 CIDR block so if
you're trying to assign 300 clients to 192.168.1.xxx then you're SOL.
Basically you need to do some more troubleshooting
