You should not be manually manipulating launchd plists unless you
really know what you are doing.

The recommended method of enabling/disabling launchd-managed jobs is
with launchctl(8).  Specifically, with the load/unload commands (and
with the "-w" option if you want to make the change permanent).

If that plist file did not have a "Disabled" key in it, then it
should be starting on demand.

Now, back to your problem of your inability to register with
portmap....

What user is your RPC server running as?  If it's not root, have you
tried running it as root to see if that makes any difference?
