I've installed Leopard on my test server, which happens to be a CD-ROM only
Xserve G4, in exactly this manner.  I had a salvaged DVD-ROM drive from a
discarded Power Mac G4, and I threw it into a 5.25" firewire drive case.
Booted from the DVD and Leopard installed without issue.
