A HUP seems to be used to tell DS that a network transition just
occured.
On the other hand, a TERM cleanly shuts down DS (which would then
be relaunched by launchd, hence a full reinitialization of the
daemon).
Now, what do you mean by "everything needed"?
Perhaps does your original question have a broader scope than just
the DS daemon?

example ?
This is covered in the kill man page.
kill sends signals to processes. HangUP and TERMinate and KILL are
common.

information about local users. I would like to kick start.
There is no lookupd anymore. What version of OS X are you running?
More importantly what is it that you are trying to do?
