We've got a workaround in place at our institution which checks for messages in the mail queue,
checks how many lmtpd processes are running, and if there are none,
it kickstarts the cyrus master process and does a 'postqueue -f'
which gets things running again (it has the unfortunate side effect
of also resetting all current IMAP connections, but c'est la vie).
